Ansible and Python version

Try upgrading Python to version 3.12 with Ansible-core 2.16. The Python version was chosen because it exists on Rocky 8. Ansible-core version 2.16 is compatible with Python 3.12 and provides native support for Rocky 8. Based on this reasoning, Python 3.12 and Ansible-core 2.16 were chosen for the upgrade. The initial tests are fairly conclusive and most of tdp-lib works, but a few fixes are needed for optimal integration of these new versions into TDP.
